If such changes can have an impact on international trade or otherwise touch upon substantial interests of other States, the State concerned may deem appropriate to request consultations on this "issue concerning the control of restrictive business practices" in order to find mutually acceptable solutions at an earlier stage when this appears to be easier than after negative effects on other States have already materialized.
